As the technical nodal agency for police communications in India, the Directorate of Coordination Police Wireless (DCPW), Ministry of Home Affairs plays a pivotal role in planning, coordinating, and modernizing communication systems across State and UT Police, Central Armed Police Forces (CAPFs), and other central organizations. In recent years, the policing ecosystem has undergone rapid transformation with the convergence of Information and Communication Technologies (ICT), Cyber technologies, Artificial Intelligence, and Drone systems. Communication cadre personnel are increasingly being entrusted with responsibilities that extend beyond traditional roles, necessitating a robust and interlinked training framework.

DCPW has formalized a strategic partnership with Rashtriya Raksha University (RRU) through a Memorandum of Understanding (MoU) aimed at strengthening national policing and internal security capabilities. This collaboration marks a significant step towards institutionalizing structured training, research, and capacity-building initiatives in emerging technology domains critical to law enforcement. The MoU with RRU addresses this imperative by providing a foundation for standardized, mission-oriented, and outcome-driven training aligned with operational realities.

The strategic importance of this partnership was underscored during the Conference on Police Communication and Training Requirements held at Vigyan Bhawan in September 2025, where stakeholders from across the country highlighted persistent skill gaps and the absence of a coordinated institutional mechanism. RRU, with its national mandate and specialized schools such as the School of IT, Artificial Intelligence and Cyber Security (SITAICS), emerged as a natural partner in addressing these challenges.

Looking ahead, DCPW is continuously engaging in top-level interactions with RRU to further synergize efforts in curriculum development, certification frameworks, and national-level capacity building. This partnership not only supports the vision of Viksit Bharat @2047 but also reinforces India’s commitment to leveraging technology for secure, responsive, and future-ready policing.
